I have amended the draft and put a fair copy opposite in accordance with Mr. Mayle's minute of 8.10.

Since then a telegram has been received from the Governor putting forward an alternative site to Deep Bay for the proposed airfield. (The site now recommended is off Stonecutters Island and would have the advantage or being in the confines of the Colony proper.)

We have also heard from the Governor that he has appointed a Committee to assist in the preparation of a comprehensive plan for the development of the Colony. This Committee will no doubt be competent to consider the merits of a scheme for the reclamation of the southern shore of Deep Bay in comparison with other reclamation schemes in the Colony and the merits of this land, if reclaimed, for rice growing as compared with other agricultural land in the New Territories. Mr. North tells me that the project, when put forward before the war, envisaged the use of prison labour and while in such circumstances the scheme might be valuable it might not necessarily follow that the project would be suitable for expenditure or C.D. and W. money.

I pass through r. North who may like to comment and I think perhaps Mr. Caine might also be interested to see.
